First, you must think in terms of a store manager.

So lets say you hire some people for the store in a brand new store. So you decide to hire ONLY full timers. That means that on holidays you will end up with a regular crew to work the day. This isn't as effective in sales because you now have too much customer volume, not enough sales people. Well now lets hire just part timers. You can now have your part timers work, but instead you have a whole lot more people. So Black Friday rolls around, you may now have all your part timers work all day long, and you won't spend a dime on overtime. Labor is cheaper, sales are higher. More money into the pocket of the DMs, Supervisors, etc.

This all depends on how the Store Manager wants to run his store. Quite a few of them love part timers and this is the reason.
